Open the file and please do the following changes in your language. Now remember to use utf-8 and surrogate ^c~u.

After the latest Bahamut version <url>https://www.dal.net/?page=Bahamut</url>, DALnet added a new line for IRC Operators 
<emphasis type="strong">/Whois output</emphasis>, to tell what access they have. Therefore, users who looking for CSOp assistance with lost passwords, 
or need help with frozen nick/channel will get faster help. However, users can check <command>/motd services.*</command> for other CSOps or 
/join <channel>#Operhelp</channel></p>
